1What is BPSC CCE?

The Bihar Public Service Commission (BPSC) Combined Competitive Examination (CCE) is a state-level civil services examination conducted by the Bihar Public Service Commission. It is among India's most prestigious state civil services exams — focused exclusively on administrative roles within the Bihar state government.

BPSC CCE recruits candidates for Group A and Group B officer-level posts across many departments — including the Bihar Administrative Service (SDM / Senior Deputy Collector), Bihar Police Service (DSP), Bihar Finance Service, Bihar Revenue Service, Urban Development (Municipal Executive Officer), Rural Development, Panchayat Service, Cooperative Department, Welfare Services, and others.

Sarni-II covers 153 posts across 3 services (CDPO, FAO, Sub-Divisional Conservation Officer for women only). Each is a separate exam with its own Mains pattern (4 papers including a 300-mark subjective Optional) — apply separately, ₹100 fee per exam.

4Eligibility Criteria

Taken directly from the BPSC 72nd CCE Notification dated 5 May 2026.

A. Nationality

A candidate must be one of the following:

  • A Citizen of India
  • A subject of Nepal or Bhutan
  • A Tibetan refugee who came to India before 1 January 1962 with the intention of permanently settling in India
  • A person of Indian origin who has migrated from specified countries with the intention of permanently settling in India

B. Educational Qualification

Bachelor's Degree from a recognised university or its equivalent. Candidates must have completed graduation — final-year students cannot apply unless their result is declared before the Mains Examination.

Bihar follows the 7th Pay Commission Pay Matrix, adopted via the Bihar Salary Compensation 7th Pay Revision Rules, 2017. The 72nd CCE posts fall under three pay levels.

7.4 Job Profile by Post (What You Will Actually Do)

SDM / Senior Deputy Collector — BAS (Level-9, 100 posts)

Executive head of a Sub-Division — the administrative unit between a district and a block. A District Magistrate has 2–4 SDMs reporting to him. Acts as Sub-Divisional Magistrate (CrPC orders, law & order, election duty, VIP visits) and Sub-Divisional Officer (Revenue) — land disputes, mutation appeals, encroachment removal. The most coveted post in BPSC, with the highest social standing among 72nd CCE services. Posting at sub-division HQ; government bungalow + official vehicle + driver + gunner provided.

Police Sub-Inspector / DSP — Bihar Police Service (Level-9, 22 posts)

Heads a sub-division of police — supervises 4 to 8 police stations. Supervises investigation of serious cases (murder, dacoity, organised crime) and maintains law and order at sub-division level. Reports to the Superintendent of Police. Police uniform with one star — same rank as an Army Captain. Round-the-clock duty; gunner and armed escort provided. Minimum age 20 (lowest in the notification) makes it attractive for fresh graduates.

State Tax Assistant Commissioner — Bihar Finance Service (Level-9, 76 posts)

Administers GST and other state taxes in a designated range or circle. Conducts tax audits, verifies returns, investigates evasion, issues assessment orders, hears appeals, recovers dues. Office-based posting (typically Patna, Muzaffarpur, Bhagalpur). Among the most family-friendly Group A posts — regular 10–6 hours, weekends generally off, no law-and-order pressure.

Revenue Officer — Bihar Revenue Service (Level-7, 365 posts — Highest Vacancy)

Heads a Revenue Circle (typically equivalent to a block). Maintains land records, processes mutation applications, conducts revenue surveys, settlement operations, partition and demarcation of land, recovers government dues, handles encroachment cases. Block-level posting mixing office work and field visits. With 365 vacancies, this is the post with the highest selection probability in the 72nd CCE.

Municipal Executive Officer (MEO) — Urban Development (Level-7, 54 posts)

Executive head of a Nagar Parishad (Municipal Council) or Nagar Panchayat. Implements urban schemes — sanitation, water supply, street lighting, road maintenance. Collects municipal taxes (property, holding, advertisement). Coordinates with elected mayors, councillors and ward members. Town-level posting in smaller cities with better urban amenities than block-level postings.

Block-Level Officers (Level-7 — BPRO, RDO, Supply Inspector)

Operate at the block level. The Block Panchayat Raj Officer handles Panchayati Raj institutions — elections, scheme implementation, capacity building of elected members. The Rural Development Officer implements MGNREGA, PMAY and other rural schemes. The Supply Inspector monitors the Public Distribution System, fair price shops and food-security delivery. Postings are block-level with significant field travel.

Welfare Officers (Block / District SC, ST, Minority Welfare)

Implement Bihar Government welfare schemes for SC, ST and Minority communities at district or block level — scholarship management, hostel administration, scheme delivery and grievance redressal. Lower protocol than SDM/DSP but direct ground-level impact on marginalised communities.

Sub-Divisional Conservation Officer — Social Welfare (Level-9, 101 posts, Women Only)

A unique post reserved exclusively for women with graduation in Psychology or Law. Handles child protection, anti-trafficking operations, women-safety monitoring, and custody and rehabilitation of women and children in distress. Operates under the Social Welfare Department. A Sarni-II post — a separate exam from the 72nd CCE.

Specialised Group A Posts (Level-9)

Sugar Cane Officer (44 posts — sugarcane procurement, pricing, mill regulation in North Bihar). FAO (32 posts, Sarni-II — budget, accounts, audit; requires Commerce/Economics/Maths/Statistics graduation). Asst. Planning Officer (10 posts — plan formulation at district level). Bihar Education Service Administration sub-cadre (9 posts). Sub-Election Officer (7 posts). Probation Officer (4 posts — juvenile justice). Sub-Registrar (3 posts — property document registration).

Stage 1: Preliminary Examination (Qualifying)

  • 150 questions, 150 marks, 2 hours, OMR-based.
  • Negative marking 1/3 per wrong answer. Skipping a question without marking Option E also draws a 1/3 cut.
  • Prelims is only a screening test — marks do NOT count in final merit.
  • 10× vacancy candidates (category-wise) are shortlisted for Mains.
  • Qualifying marks: General 40%, BC 36.5%, EBC 34%, SC/ST/Women/PwBD 32%.

  • History: India and Bihar — modern history, freedom struggle, Bihar's role (Santhal uprising, Birsa Movement, Champaran Satyagraha, Quit India), Mauryan and Patna art, ancient and medieval Bihar.
  • Geography: India and Bihar — physical, social, economic. Bihar's rivers, divisions, agriculture, natural resources.
  • Indian Polity & Economy: Constitution, political system, governance, Panchayati Raj in Bihar, Indian economy, economic survey, Bihar's economy.
  • General Science & Technology: Everyday science, biotechnology, IT, space programme and impact on India and Bihar.
  • Mental Ability: 10–12 questions on mathematics and reasoning at intermediate / matriculation level.

Mains Optional Subjects (34 Available)

Candidates choose ONE optional when filling the Mains form. For 72nd CCE (Sarni-I) it is qualifying only (100 marks, MCQ). For Sarni-II posts it is subjective (300 marks, counted in merit).

General Hindi needs 30/100 to qualify. English-medium aspirants must NOT skip it — Devanagari proficiency is mandatory. Dedicate 30 minutes daily to grammar, summarisation and essay.

Q1. When is the BPSC 72nd Prelims Exam?

Per the BPSC Annual Calendar 2026, Prelims is tentatively scheduled for 26 July 2026 (Sunday). BPSC has stated all calendar dates are subject to revision. Mains and Personality Test dates have not been announced — they will be notified after the Prelims result.

Q2. Is the BPSC 72nd Notification Released?

Yes. It was officially released on 5 May 2026. Total vacancies: 1,230 posts across 25 services. Online applications run 7 May to 31 May 2026 at bpsconline.bihar.gov.in.

Q3. How Many Posts Are Available?

1,230 total — 1,077 in Sarni-I (22 services including SDM, DSP, State Tax, Revenue Officer, MEO, BPRO, RDO, CDPO etc.) and 153 in Sarni-II (CDPO 20, FAO 32, Sub-Divisional Conservation Officer 101 for women only).

Q4. Will SDM Make Me an IAS Officer?

No, not directly. As SDM you are appointed to the Bihar Administrative Service (BAS) — the state cadre, NOT the IAS. A BAS officer may LATER become IAS via the UPSC State Civil Services-to-IAS promotion quota, but this typically takes 15–20+ years, depends on seniority and vacancies, is reviewed by UPSC, and is NOT guaranteed. Many BAS officers retire in the state cadre. The same applies to DSP → IPS.

Q5. I am Hindi-Medium from Outside Bihar. Can I Clear BPSC?

Yes. BPSC conducts Prelims in English and Hindi, and Hindi-medium candidates have a natural advantage in the mandatory General Hindi paper. Mains also accepts Hindi for GS papers and Essay. Note: candidates from outside Bihar are treated as Unreserved (no SC/ST/BC/EBC reservation for non-Bihar residents).

Q6. How Many Attempts Can I Give?

BPSC has NO restriction on the number of attempts — you can apply every year while you meet the age criteria. A major advantage over UPSC. Bihar Government servants, however, are limited to 5 attempts during their entire service period.

Q7. Can I Apply in My Final Year of Graduation?

No. You must have completed graduation with the marksheet available at the time of application. Final-year students cannot apply.

Q8. How Many Posts Can I Choose Preference For?

At the Mains stage you rank posts in order of preference. For Sarni-I (one ₹100 fee) you can list up to all 22 services. For Sarni-II, each of the 3 services is a separate exam with its own ₹100 fee. Posts not entered will not be considered — list ALL posts you would accept.

Q9. What is the Application Fee?

₹100 per exam for ALL candidates (no category difference). An additional ₹200 biometric fee per exam applies if you do NOT enter your Aadhaar number. Always enter Aadhaar to save ₹200 per exam.

Q10. Is General Hindi Compulsory for Non-Hindi-Medium Candidates?

Yes. General Hindi (100 marks) is compulsory for ALL candidates and is qualifying. You must score at least 30/100. Marks are NOT added to merit. It tests basic grammar, essay, summarisation and syntax in Devanagari.

Q11. How is the Final Merit List Prepared?

Merit = Mains (900) + Interview (120) = 1,020 marks. Prelims marks are NOT counted. General Hindi (100) and the Optional (100 for Sarni-I) are qualifying only — their marks do not count in merit.
